In northern Utah that's amplified by spring runoff, months of lawn irrigation, high water tables near the Jordan River, Utah Lake and the Great Salt Lake, and older slabs poured without a vapor barrier. Bare concrete just breathes it out. A coating blocks it — and if the pressure is high enough, the coating loses.
